CLUSTER 6: SHELTER AND NON-FOOD ITEMS

Shelter and essential household items are central to dignity, safety and recovery after conflict, floods, displacement and disaster. A family without safe shelter is exposed to weather, health risks, insecurity, privacy concerns and protection threats. Non-food items such as blankets, sleeping mats, cooking sets, hygiene materials and household essentials can stabilise families during crisis and recovery.

HRI’s Shelter and NFI cluster supports immediate protection and dignified living conditions. It should prioritise the most vulnerable households, including female-headed households, persons with disabilities, older persons, child-headed households and households affected by displacement or disaster. The cluster should integrate protection, WASH, health and community participation into shelter decisions.
