Durable solutions are required when communities are affected by displacement, return, reintegration, repeated shocks and long-term vulnerability. Relief alone cannot solve displacement-related challenges if households lack safety, services, livelihoods, housing, education, documentation, social cohesion and participation.

HRI’s durable solutions cluster connects all technical sectors into a longterm recovery pathway. The cluster supports the transition from emergency aid to recovery, self-reliance, local ownership and sustainability. It is area-based and community-led, recognising that displaced people, returnees and host communities often share services and challenges.
