Strong communities need participation, accountable leadership, civic awareness and access to justice. Where governance systems are weak or exclusionary, communities may face poor service delivery, unresolved disputes, discrimination, lack of documentation, limited voice and reduced trust in institutions. HRI’s governance work supports inclusive participation and accountable local systems.

The Governance and Civic Engagement cluster strengthens community participation, leadership development, civic education, legal aid referrals and accountability. It supports local leaders and community structures to engage transparently with vulnerable groups, including women, youth and persons with disabilities. It also supports community feedback mechanisms that connect citizens, service providers and authorities.
