Education and youth participation are essential to resilience, peace and long-term development. When children and youth are excluded from learning, skills and leadership opportunities, communities face higher risks of unemployment, frustration, social fragmentation, early marriage, violence and lost potential. HRI recognises youth as leaders, innovators and peacebuilders rather than problems to be managed.

The Education and Youth cluster supports learning access, school-community linkages, digital literacy, life skills, sports for peace, innovation hubs, leadership development and vocational pathways. It is closely linked to protection, peacebuilding, livelihoods and economic empowerment. The cluster should prioritise girls, out-of-school youth, vulnerable learners, displaced children and young people at risk of exclusion.
