Protection is both a standalone cluster and a cross-cutting obligation across all HRI work. Vulnerable people may face violence, exploitation, abuse, neglect, discrimination, family separation, harmful social norms, unsafe access to services, land disputes, documentation challenges and limited referral options. Women, girls, children, persons with disabilities, older persons and displaced people can face heightened risks.

HRI’s protection cluster promotes safety, dignity, meaningful access, accountability and Do No Harm. It includes GBV prevention, safe referral, survivor-centred support, psychosocial linkages, legal aid where available, child protection awareness, protection monitoring and community sensitisation. The cluster must never expose survivors or vulnerable groups to additional harm. Confidentiality, consent, non-discrimination and safe reporting are core principles.
