Food insecurity and weak livelihoods are among the most visible drivers of vulnerability. Households affected by conflict, displacement, climate shocks and market disruption often lose productive assets, access to land, savings, livestock, tools and income. Food security programming is therefore essential for both immediate survival and long-term self-reliance.

HRI’s Food Security and Livelihoods cluster combines emergency food support with productive recovery, agriculture inputs, smallholder support, skills development, savings groups and market linkages. It should help households move from dependency toward self-reliance while ensuring that the most vulnerable receive appropriate assistance. The cluster also integrates climate-smart agriculture and conflict-sensitive resource management.
